Yes I was having trouble converting the chinese into english.
First right click on the mouse on a clear space in your desktop.
Go to properties. Choose Appearance and go to Advanced.
From the drop-down list choose Window.
Then, on your right, select color 1, go to Other.
Insert the number 85 for Hue, 90 for Sat, and 205 for Lum. Add to Custom colors, apply it and click ok.

Next step, open up an IE and go to tools. Internet options. Accessibilities and check "Ignore colors specified in web pages". Then click ok.
